Lieutenant (Retired), Upper Allen Police Department President, CCLEMF President Michael S. McLaughlin is a forty (40) year veteran of the Upper Allen Police Department who has worked in the areas of patrol, narcotics, criminal investigation and administration during his career. McLaughlin has held the rank of Police Officer, Sergeant, Detective Sergeant and retired with the rank of Lieutenant. In February of 2023, McLaughlin was appointed Chief of Police of the New Cumberland Borough Police Department where he served until 2024. A native of Harrisburg, McLaughlin is a graduate of Central Dauphin High School. He holds a Bachelor of Arts degree from La Roche College, Pittsburgh, Pennsylvania and a Master of Science degree from Wilmington University, Wilmington, Delaware. McLaughlin is a graduate of the Pennsylvania State Police Academy’s 38th Municipal Police Academy, the 210th Session of the FBI National Academy, the 2008 Session of Mid-Atlantic LE.E.D.S. McLaughlin holds a Certificate of Achievement in Law Enforcement Education from the University of Virginia and has successfully completed the Advanced Police Executive Management Training Program administered by the Pennsylvania State University. McLaughlin is the recipient of numerous UAPD honors and in 1988 was named Carlisle Area’s Finest Emergency Service Worker as nominated through The Sentinel newspaper. McLaughlin is a member of the Pennsylvania Chiefs of Police Association and FOP Lodge 76. McLaughlin serves on the Executive Board of the Eastern PA FBI National Academy Associates and was Co-Chairman of the FBINAA 2014 National Retrainer held in Philadelphia. McLaughlin has lived in Cumberland County since 1986 with his wife, Hannah and their two daughters. |
